Experts from the Institute for Government provide their assessment of the manifesto's key areas.


While the Conservative manifesto proposes tax cuts funded by savings from tax avoidance and welfare spending, it falls short of being fully funded. The projected savings from tax avoidance are uncertain, and a significant portion of the proposed savings from changes to disability benefits have already been factored into the Office for Budget Responsibility's forecasts.


Additionally, the manifesto's proposal to reduce immigration lacks a detailed costing, despite potentially impacting public finances. The Office for Budget Responsibility's analysis suggests that new migrants have a net positive impact on public finances, implying that reducing immigration could weaken the fiscal outlook rather than strengthen it.
